Hurricanes are heavy rain accompanied by very, very high winds.

Tornadoes are clouds which form into wind funnels which move across the sky. When they actually come low enough (what's often called "touching down"), they can cause a lot of destruction. They are often accompanied by rain, but not always.

Tornadoes can actually cause a lot of damage on one side of the street while leaving the other side mostly untouched (something I saw during my time in Kansas). That's not really something that would happen with a hurricane, as they're more full sky weather events.
